{"id":4284,"date":"2020-01-17T09:06:49","date_gmt":"2020-01-17T08:06:49","guid":{"rendered":"https:\/\/www.npkrka.hr\/?p=4284"},"modified":"2025-12-02T13:01:27","modified_gmt":"2025-12-02T12:01:27","slug":"na-snagu-je-stupio-novi-pravilnik-o-zastiti-i-ocuvanju-nacionalnog-parka-krka","status":"publish","type":"post","link":"https:\/\/npkrka.hr\/hr\/2020\/01\/17\/na-snagu-je-stupio-novi-pravilnik-o-zastiti-i-ocuvanju-nacionalnog-parka-krka\/","title":{"rendered":"Na snagu je stupio novi Pravilnik o za\u0161titi i o\u010duvanju Nacionalnog parka \u201eKrka\u201c"},"content":{"rendered":"<p>[hr]Za\u0161tita prirodnih procesa i biolo\u0161ke raznolikosti, u trenutku kada se svijet suo\u010dava s izazovima klimatskih promjena, temeljna su odrednica novog Pravilnika, u skladu s osnovnom djelatno\u0161\u0107u Ustanove koja uklju\u010duje za\u0161titu, odr\u017eavanje i promicanje Nacionalnog parka u cilju za\u0161tite i o\u010duvanja izvornosti prirodnih dobara te nadzor nad provo\u0111enjem uvjeta i mjera za\u0161tite prirode na za\u0161ti\u0107enom podru\u010dju. S namjerom provo\u0111enja aktivnih mjera o\u010duvanja i revitalizacije i uskla\u0111ivanja suradnje i aktivnosti s lokalnom zajednicom, novi Pravilnik donosi novine u skladu s dugotrajnim strate\u0161kim ciljevima i novim mjerama odr\u017eivog upravljanja koje su osnova budu\u0107eg plana upravljanja i prostornog plana koji je u tijeku realizacije.<\/p>\n<p>Cjelokupna opstojnost bazena rijeke Krke i njezina \u017eivoga svijeta po\u010diva na razvoju sedrenih barijera pa je o\u010duvanje procesa talo\u017eenja sedre temeljni cilj JU \u201eNP Krka\u201c. Iz tog razloga novi Pravilnik donosi zabranu kupanja u Nacionalnom parku \u201eKrka\u201c od 1. sije\u010dnja 2021. godine. Lokalnom stanovni\u0161tvu i gospodarskim subjektima omogu\u0107eno je razdoblje prilagodbe, kroz otvoreni dijalog, suradnju i pomo\u0107 Javne ustanove \u201eNacionalni park Krka\u201c. Zbog vi\u0161estoljetnog su\u017eivota \u010dovjeka s rijekom, kupanje je dopu\u0161teno lokalnom stanovni\u0161tvu na lokalitetima: Stinice, Remeti\u0107 \u2013 Pisak i nizvodno od Ro\u0161kog slapa.<\/p>\n<p><strong>\u201eJavna ustanova &#8216;Nacionalni park Krka&#8217;, uo\u010di svog 35. ro\u0111endana, nalazi se pred dono\u0161enjem va\u017enih strate\u0161kih dokumenata koji \u0107e odrediti put kojim \u017eelimo i\u0107i prema svojim zrelim godinama. Kakav \u0107emo ekosustav ostaviti budu\u0107im generacijama, na\u0161a je najva\u017enija zada\u0107a i u skladu s njom je donesen i novi Pravilnik. Nakon dugogodi\u0161njeg promi\u0161ljanja i brojnih istra\u017eivanja, razmatranja potreba, kako prirode tako i nas ljudi koji na ovaj ili onaj na\u010din koristimo ono \u0161to nam je Krka podarila usvojene su mjere koje \u0107e doprinijeti dugoro\u010dnom odr\u017eivom upravljanju i za\u0161titi prirode\u201c, <\/strong>kazala je ravnateljica Javne ustanove \u201eNacionalni park Krka\u201c Nella Slavica te dodala: <strong>\u201eCijeli Pravilnik je sna\u017eno usmjeren na o\u010duvanje resursa i bogatstva bioraznolikosti, bilo da se to odnosi na regulaciju broja posjetitelja, odlaganje otpada, lovstvo i ribolov ili sje\u010du \u0161uma. Jasno je definiran na\u010din kori\u0161tenja voda i javnog vodnog dobra u podzonama te obvezuje korisnike dostavu godi\u0161njih planova rada uskla\u0111enih s djelatnostima Ustanove.\u201c<\/strong><\/p>\n<p>Pravilnik se odnosi na zaposlenike JU \u201eNP Krka\u201c, stanovnike u Nacionalnom parku, vlasnike i nositelje prava na nekretninama u Parku i \u010dlanove njihovih obitelji, fizi\u010dke i pravne osobe koje na podru\u010dju NP \u201eKrka\u201c obavljaju dopu\u0161tene djelatnosti, posjetitelje i druge korisnike prostora Parka. U odnosu na stari Pravilnik iz 2011. godine novi donosi i detaljno poja\u0161njenje zonacije NP \u201eKrka\u201c me\u0111u kojima se nalaze upravlja\u010dke zone stroge i usmjerene za\u0161tite te zona kori\u0161tenja i podzone naselja, posjetiteljske infrastrukture, kori\u0161tenja prirodnih resursa i prometnica koje su uskla\u0111ene s Planom upravljanja, desetogodi\u0161njim strate\u0161kim dokumentom te prilo\u017eenu kartu zonacije.<\/p>\n<p><strong>\u201eU zoni stroge za\u0161tite cilj upravljanja je o\u010duvanje prirodnih procesa i stani\u0161ta te njihovih sastavnica\u201c, <\/strong>naglasio je stru\u010dni voditelj JU \u201eNP Krka\u201c dr. sr. Drago Margu\u0161 te pojasnio da <strong>\u201ezona usmjerene za\u0161tite obuhva\u0107a doprirodne ekosustave: travnjake, pa\u0161njake, vodena stani\u0161ta, i sl., koji u svrhu dugoro\u010dnog o\u010duvanja zahtijevaju provedbu aktivnih upravlja\u010dkih mjera odr\u017eavanja ili obnove. U zonama usmjerene za\u0161tite dopu\u0161teno je provo\u0111enje aktivnih mjera o\u010duvanja i revitalizacije bez kojih bi se promijenile bitne karakteristike podru\u010dja. Poljoprivredne aktivnosti su dopu\u0161tene u skladu s ciljevima upravljanja za o\u010duvanje biolo\u0161ke, geolo\u0161ke i krajobrazne vrijednosti.\u201c<\/strong><\/p>\n<p>Primjerice, to zna\u010di da je dopu\u0161tena ko\u0161nja i tradicionalna ispa\u0161a pasmina i stoke uz ljudski nadzor, osim na strmim kanjonskim padinama, Skradinskom buku i Ro\u0161kom slapu te podzoni posjetiteljske infrastrukture. S druge strane, lovstvo i ribolov nisu dopu\u0161tene aktivnosti u Nacionalnom parku. Naime, zbog svoje geolo\u0161ke pro\u0161losti, rijeka Krka dom je endemskim vrstama riba a njene obale \u010duvaju stani\u0161ta brojnih ugro\u017eenih \u017eivotinja. Zbog toga se smatra prirodnim spomenikom najvi\u0161e kategorije i takvom je trebamo sa\u010duvati za budu\u0107nost.<\/p>\n<p>Pravilnik, koji je donijelo Ministarstvo za\u0161tite okoli\u0161a i energetike Republike Hrvatske, objavljen je u NN 123\/2019 13. prosinca 2019., a stupio je na snagu 21. prosinca 2019. Preuzeti ga mo\u017eete na mre\u017enim stranicama Javne ustanove \u201eNacionalni park Krka\u201c.<\/p>\n<p><div class=\"fotorama rounded-lg  shadow lblue-bg mt-5   \" data-width=\"100%\" data-ratio=\"16\/10\"  data-nav=\"thumbs\" data-autoplay=\"true\" data-arrows=\"true\" data-transition=\"crossfade\"><img decoding=\"async\" src=\"https:\/\/npkrka.hr\/wp-content\/uploads\/pravilnik003.jpg\" width=\"100%\" \/><img decoding=\"async\" src=\"https:\/\/npkrka.hr\/wp-content\/uploads\/pravilnik005.jpg\" width=\"100%\" \/><img decoding=\"async\" src=\"https:\/\/npkrka.hr\/wp-content\/uploads\/pravilnik008.jpg\" width=\"100%\" \/><img decoding=\"async\" src=\"https:\/\/npkrka.hr\/wp-content\/uploads\/pravilnik013.jpg\" width=\"100%\" \/><img decoding=\"async\" src=\"https:\/\/npkrka.hr\/wp-content\/uploads\/pravilnik018.jpg\" width=\"100%\" \/><img decoding=\"async\" src=\"https:\/\/npkrka.hr\/wp-content\/uploads\/pravilnik019.jpg\" width=\"100%\" \/><img decoding=\"async\" src=\"https:\/\/npkrka.hr\/wp-content\/uploads\/pravilnik022.jpg\" width=\"100%\" \/><img decoding=\"async\" src=\"https:\/\/npkrka.hr\/wp-content\/uploads\/pravilnik026.jpg\" width=\"100%\" \/><img decoding=\"async\" src=\"https:\/\/npkrka.hr\/wp-content\/uploads\/pravilnik029.jpg\" width=\"100%\" \/><img decoding=\"async\" src=\"https:\/\/npkrka.hr\/wp-content\/uploads\/pravilnik034.jpg\" width=\"100%\" \/><img decoding=\"async\" src=\"https:\/\/npkrka.hr\/wp-content\/uploads\/pravilnik039.jpg\" width=\"100%\" \/><img decoding=\"async\" src=\"https:\/\/npkrka.hr\/wp-content\/uploads\/pravilnik041.jpg\" width=\"100%\" \/><\/div><p>&nbsp;<\/p>[\/hr]<\/p>\n<p>[en]<br \/>\n<strong>New regulations about the protection and preservation of the Krka National Park have come into effect<\/strong><\/p>\n<p><strong>Strongly focused on the preservation of resources and the wealth of biodiversity, the Regulations introduce measures for protection, preservation, improvement, and utilization, and confirm the management zones of the Krka National Park.<\/strong> The protection of natural processes and biological diversity, at a time when the world is facing the challenges of climate change, are the fundamental determinants of the new Regulations, in line with the basic activities of the Institution, which include protection, maintenance, and promotion of the National Park, with the aim of protecting and preserving the originality of the natural resources, and supervision over implementation of the conditions and measures of natural protection in the protected area. With the intention of carrying out active measures of preservation and revitalization and the coordination of cooperation and activities with the local community, the new Regulations bring innovations in line with the long term strategic aims and new measures of sustainable management that represent the basis for the future management plan and the spatial plan that is in the process of being realized. The entire existence of the Krka River basin and its living world are based on the development of the travertine barriers, hence the preservation of the process of travertine deposition is the fundamental aim of the Krka National Park. For this reason, the new Regulations prohibit swimming in the Krka National Park from the 1<sup>st<\/sup> of January 2021. The local population and business entities were given a period of adjustment, through open dialogue, cooperation, and assistance from the Krka National Park. Due to the many centuries of coexistence of man with the river, swimming is allowed for the local population at the following localities: Stinice, Remeti\u0107 \u2013 Pisak, and downstream from the Ro\u0161ki slap waterfall. <strong>\u201cThe Krka National Park, on the eve of its 35<sup>th<\/sup> birthday, is about to adopt important strategic documents that will determine the path we want to take towards our mature years. Our most important task is to determine what kind of ecosystem we will leave to future generations, and the new Regulations were adopted in accordance with this. After many years of reflection and much research, with consideration of the needs of both nature and we humans, who in one way or another utilize what the Krka has given us, measures were adopted that will contribute to a long-term sustainable management and protection of nature\u201d,\u00a0<\/strong><strong>stated the director of the Krka National Park, Nella Slavica, and continued:<\/strong><strong> \u201cThe full Regulations are strongly focused on the preservation of resources and the wealth of biodiversity, whether this refers to the regulation of the number of visitors, waste disposal, hunting and fishing, or forest cutting. The methods of using water and public water assets in certain subzones is clearly defined, and obligates the users to submit annual plans for work aligned with the Park\u2019s activities.\u201d<\/strong> The Regulations apply to employees of the Krka National Park, inhabitants of the National Park, the owners and holders of rights to real estate in the Park and members of their families, individuals and legal entities who perform permitted activities in the area of the Krka National Park, as well as visitors and other users of the area of the Park. In relation to the former Regulations from 2011, the new ones also offer a detailed explanation of the zoning of the Krka National Park, among which there are management zones of strict and focused protection, as well as zones of utilization and subzones of settlements, visitor infrastructure, the use of natural resources and roads that are in line with the Management Plan, a ten-year strategic document and the attached zoning map. <strong>\u201cThe goal of management in the zone of strict protection is the preservation of natural processes and habitats and their components\u201d,\u00a0<\/strong><strong>was emphasized by the<\/strong> expert manager of the Krka National Park, Dr. Drago Margu\u0161, who explained that <strong>\u201cthe targeted protection zone encompasses natural ecosystems: grasslands, pastures, water habitats, etc., which for the purpose of long-term preservation require the implementation of active management measures for maintenance or restoration. Active measures of conservation and revitalization are permitted in targeted protection zones, without which the essential characteristics of an area would be changed. Agricultural activities are permitted in accordance with the management objectives for the preservation of biological, geological, and landscape features.\u201d<\/strong> For example, this means that grass cutting and the traditional grazing of livestock are permitted with human supervision, except on steep canyon slopes, at Skradinski Buk and Ro\u0161ki Slap waterfalls, and in the subzone of visitor infrastructures. On the other hand, hunting and fishing are not permitted activities in the National Park. In fact, due to its geological past, the Krka River is home to various endemic fish species, while its banks protect the habitats of numerous endangered animals. This is why it is considered a natural monument of the highest category, and as such it should be preserved for the future. The Regulations, which were adopted by the Ministry of Environmental Protection and Energy of the Republic of Croatia, were published in Official Gazette 123\/2019 on December 13, 2019, and came into force on December 21, 2019.
